Oleksandr Savchenko – professor, president, rector of the International Institute of Business.

Ex. Executive Director of the European Bank for Reconstruction and Development (London), Deputy Chairman of the National Bank of Ukraine, Deputy Minister of Finance of Ukraine.

He directly attracted more than 1 billion euros in Ukrainian projects, including 0.5 billion for small and medium-sized business projects.


 

Education

1979: graduated from the Kyiv Institute of National Economy majoring in Industry Planning (Diploma with honors).

Experience

1980 to 1991: instructor, senior lecturer, lab research manager, doctoral student, scientific associate of the Harvard University (USA) and London School of Economics (UK), professor of the Kyiv Institute of National Economy, National University of “Kyiv-Mohyla Academy”.

1991 to 1992: was the Deputy Governor of the National Bank of Ukraine and as such developed the basics of the new monetary policy, opened the first correspondent account of the National Bank of Ukraine with a western bank, prepared the first intergovernmental agreement and arranged for the production of hryvnia.

1993 to 1996: Executive Director of the European Bank for Reconstruction and Development (EBRD), London. He was the first national of Ukraine who was entrusted to represent governments of Romania, Moldova, Georgia and Armenia. During his tenure of office in EBRD, more than 20 projects for $0.5 billion were funded. These included the reconstruction of the International Airport “Boryspil”, credit line for small and medium-sized businesses for $120 million.

1996 to 1997: adviser to the Prime Minister of Ukraine and Governor of the National Bank of Ukraine as a public service.

1997 to 1999: Chairman of the Board of Bank Austria Kreditanstalt Ukraine which was established on the joint initiative of Aval Joint-Stock Commercial Bank and International Financial Corporation. Under the guidance of Oleksandr Savchenko the bank was recognized as the best foreign bank in Ukraine in 1998.

1999 to 2005: Chairman of the Board of the International Commerce Bank Joint-Stock Company.

2005 to 2009: Deputy Governor of the National Bank of Ukraine. Oleksandr Savchenko was responsible for general administration and supervision of the Department of Currency Exchange Regulation and Licensing, Risk Management Division and International Credit Line Project Division of the National Bank of Ukraine, and also cash circulation, including production of bank notes and coins.

On 13 September 2009 Oleksandr Savchenko gave a resignation letter from the office of the Deputy Governor of the National Bank of Ukraine.

28.09.2009-11.03.2010: Oleksandr Savchenko holds an office of the Deputy Minister of Finance of Ukraine.

Since 2011 - Rector of International Institute of Business (IIB).

Public work

Was a member of the Central Management of Narodnyi Rukh (National Movement) of Ukraine, Head of the Economic Board (1991 to 1993), and since 2009 Oleksandr Savchenko is a President of Public Finance nonprofit organization.

 

Family

Married. Has a daughter Nadiia and a son Volodymyr.

In quality of Executive Director of the European Bank for Reconstruction and Development (EBRD) in London, in 1993 he was the first Ukrainian who was entrusted to represent the governments of Romania, Moldova, Georgia and Armenia. During his tenure of office in EBRD more than 20 projects for the amount of $0.5 billion were funded, including the reconstruction of the International Airport "Boryspil" and the credit line for small and medium-sized enterprises, amounting to $120 million.

Returning to Ukraine, he was invited to work as Adviser to the Prime Minister of Ukraine and the Governor of the National Bank of Ukraine.

In 1997 A.Savchenko initiated the creation of the joint bank "Bank Austria Creditanstalt Ukraine" with Aval Joint-Stock Commercial Bank and the International Finance Corporation.  Under his guidance the bank was recognized in 1998 as the best foreign bank in Ukraine.

Later on he created the International Commerce Bank Joint-Stock Company and became its Chairman of the Board.
From the moment of his appointment to the post of the Deputy Governor of the National Bank of Ukraine in 2005, A. Savchenko was responsible for general administration and supervision of the Department of Currency Exchange Regulation and Licensing, Risk Management Division and International Credit Line Project Division of the National Bank of Ukraine, also supervising cash circulation and cooperation with IMF and World Bank.

In September 2009 A.Savchenko was assigned to the position of the Deputy Minister of Finance of Ukraine.

In March 2010 he submitted the resignation and took charged of the International Institute of Business.

Currently A. Savchenko is a President of Public Finance nonprofit organization.
